One of the main activities of ERRU, as the responsible regulatory authority, is the licensing of physical and legal persons who exercise or will exercise their activity in the management of water supply systems and the removal of waste water processing, in accordance with the law no. 8102 dated 28.03.1996, amended.
Sipas VKM nr. 958, datë 06.05.2009, aktualisht janë katër kategori licensimi për kategoritë e mëposhtme;
Kategoria A, për grumbullimin dhe shpërndarjen e ujit për konsum publik
Kategoria B, për përpunimin e ujit për konsum publik
Kategoria C, për largimin e ujërave të ndotura
