The situation in the water supply and sewerage sector The UK services sector operates mainly through operators organized as joint stock companies with local government ownership. Currently, 57 operators operate in the sector, 53 of them are equipped with a license to exercise the activity and 48 operate with rates approved by ERRU. Sewage service is not provided by all operators. This service in the sector is provided by 32 operators, 5 of which also carry out the treatment of polluted water. ERRU finds that the companies have the will to fulfill and support the regulator's efforts to create a stable and transparent regulatory environment in the sector.<\/p>

N\u00eb kuad\u00ebr t\u00eb k\u00ebsaj reforme, Vendimi i K\u00ebshillit t\u00eb Ministrave nr. 63, dat\u00eb 27.01.2016 \u201cP\u00ebr riorganizimin e operator\u00ebve q\u00eb ofrojn\u00eb sh\u00ebrbimin e furnizimit me uj\u00eb t\u00eb pijsh\u00ebm, grumbullimin, largimin dhe trajtimin e uj\u00ebrave t\u00eb ndotura\u201d, p\u00ebrcakton t\u00eb gjitha hapat e nevojsh\u00ebm ligjor\u00eb q\u00eb duhet t\u00eb ndjekin bashkit\u00eb e reja p\u00ebr riorganizimin e operator\u00ebve t\u00eb sh\u00ebrbimeve UK, transferimin e sistemeve UK q\u00eb jan\u00eb p\u00ebrfshir\u00eb rishtazi n\u00eb zon\u00ebn administrative t\u00eb bashkive, inventarizimin dhe kontabilizimin e tyre, deri te licencimi dhe miratimi i tarifave p\u00ebr operator\u00ebt e riorganizuar. M\u00eb tej operator\u00ebt duhet t\u00eb aplikojn\u00eb p\u00ebr licenc\u00eb dhe miratim tarife pran\u00eb ERRU-s\u00eb q\u00eb mund t\u00eb jen\u00eb te diferencuara p\u00ebr zon\u00ebn urbane dhe rurale.<\/p>

The sector has developed in a stable manner, although the levels and progress of the indicators are not appropriate compared to the strategic objectives for the sector and those of ERRU's good performance.<\/p>

The main concern in the sector is the high level of losses, an indicator which has not seen a significant improvement. ERRU has consistently emphasized that reducing losses should be the priority of operators' work, even though controlling and reducing losses requires time and investment.<\/p>

Coverage with the water supply service has had a positive trend, but the sewerage service continues to lag behind both in terms of coverage and the required level of service to enable the protection of water and the environment.<\/p>

The main sources of financing for companies have been the state budget and financing from foreign donors in the form of loans or grants in approximately equal ratios. These investments are mainly focused on the rehabilitation of water and sewerage supply systems as well as on the construction of wastewater treatment plants.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t
